GROUP AWARD
Award Eligibility:

All NASA projects that actively use EVM concepts and techniques in the management of their in-house and/or contracted activities are eligible. The NASA EVM Excellence Group Award is not intended for outside contractors.

Application Process:

Any and all personnel associated with a NASA project, civil servant or contracted, may submit an application. Applications must be submitted no later than November 13, 2009 for review by the Earned Value Management Excellence Award Selection Panel.

Narratives in the application should describe measurable results as a product of utilizing EVM. Results should include things such as: improved levels of performance or service, identification and mitigation of potential issues utilizing forecasting tools and techniques, documented improvements to organizational performance, etc. The methods used to measure the results should also be specified. The narratives should further describe how the results of utilizing EVM resulted in the best value for the government.

Award Criteria and Purpose:

The following seven criteria are designed to highlight project performance characteristics that will increase the effectiveness of EVM systems at NASA.

The criteria have three important roles in strengthening the proper utilization of EVM at NASA:

• To help improve organizational performance practices, capabilities, and results in EVM.
• To facilitate communication and sharing of best practices information.
• To serve as a working tool for understanding and managing performance and for guiding organizational planning and opportunities for learning.

Customer Driven Excellence Engages customer in EVM reporting and design data products to enhance customer’s understanding of project cost and schedule status
Innovation Uses project data in inventive ways to more accurately predict project performance
Agility
  • Demonstrates capability to rapidly adapt the PMB and schedule in response to scope and resource adjustments
  • Provides project and program management with timely and reliable estimates and assessments of cost and schedule changes
  • Focus on Results
  • Reflects technical performance in cost and schedule performance
  • Provides for forecasting capability through sufficient cost and schedule information
  • Systems Approach to EVM and the Project
  • Effectively links project planning tools and data sources to efficiently provide reliable information
  • Uses EVMS processes to ensure the data produced is valid, accurate, and timely
  • Focus on the Future Provides reliable lifecycle cost and schedule forecasts for each phase of major science and exploration spaceflight missions.
